Montgomery report examines council, schools kerfuffle

Montgomery legislators fumed over a $14.5 million surplus found by school officials earlier this year, alleging that the officials had hid the extra money during budget negotiations. But a county report issued Tuesday suggests that the schools had not been so deceptive.
