Update: The answer is Asuncion, Paraguay. Members of the Ava Guarani protested before police arrived to evict them from Uruguay Square. They demanded the government honor its promise to buy them 8,000 hectares of land in San Pedro, about 220 miles north of Asuncion, after an agreement made two years ago.
