Billboard changes policy for cheap albums; Bieber, Drake, Minaj, many more to perform at American Music Awards on Sunday

- So much for other artists following Lady Gaga’s 99-cent-album route to the top of the charts. Starting next week Billboard is introducing a new policy that states “albums priced below $3.49 during their first four weeks of release will not be eligible for inclusion on the Billboard album charts and will not count towards sales data presented by Nielsen SoundScan.” Gaga stormed the charts earlier this year when “Born This Way” was on sale for $0.99 during its first week.

- The American Music Awards are live on ABC Sunday night, featuring performances by the likes of Justin Bieber, Katy Perry, Drake, Nicki Minaj, Pitbull, Kelly Clarkson and many more.

- The City Paper asks if Occupy D.C. is the city’s newest DIY music space.
