A 3-year-old boy killed when he was struck by a car Tuesday in Waldorf was identified as Elias Masanaa Charles-Kabongo.
Charles County authorities said the Waldorf boy found his way out of his carseat and walked into a roadway as his mother left her vehicle to give a piece of mail to a postal worker.
An oncoming SUV hit the boy, authorities said, and emergency personnel pronounced him dead at the scene.
