Second man arrested in robbery, homicide in Southeast D.C.

A second man has been arrested in connection with the December slaying of 20-year-old Kevin Blackwell Jr., District police announced.

Christopher Reginald Williams, 20, of Landover, was arrested after he turned himself over to authorities on Jan. 19, police said.

He has been charged with first-degree murder in Blackwell’s robbery and stabbing death.

Blackwell was found about 10:30 p.m. on Dec. 17 in the 900 block of Burns Street SE; he had a stab wound to the chest.

According to police documents, the victim called 911 for help during the robbery. In that call, his attackers can be heard saying “Come up off that North Face (jacket) cuz” and “Nah son, I’m about to stab this (expletive) son.”

Blackwell was taken to a local hospital, where he died.

Police later found his cell phone, jacket and car at the home of 19-year-old Harold Proctor of Upper Marlboro, who was charged last month with felony murder.
