The Council made it crystal clear today that they do not take kindly to those who "thumb their noses" at the government. In this case, the absence of one of their star witnesses -- Sinclair Skinner -- in the ongoing probe into the mayor's parks and recreation contracts.
The council had subpoenaed Skinner, Fenty's friend and former paid campaign worker, who was a subcontractor on the project. But Skinner did not show up.
So council members backed a resolution today to seek help from the courts to compel Skinner to testify, and said they would also try to have him banned from doing business with the city until he does.
Council member Mary M. Cheh (D-Ward 3) suggested that Skinner is "quite cozy" with people in the mayor's office, "yet when it comes time to answer to the public about his behavior, he thumbs his nose at the council. ... We can insist on his participation."
Skinner's attorney, A. Scott Bolden, has told the Post that Skinner never was served a subpoena. Bolden has called the council's investigation "unnecessary and irrelevant."
