Chairman Vincent C. Gray and Councilmember Mary M. Cheh wrote letters to the executive branch yesterday calling for a briefing on the scandal in the Office of the Chief Technology Officer.
The FBI arrested a OCTO manager and contractor last week in an alleged kickback scam. A second OCTO employee was arrested yesterday.
Gray and Cheh have asked for appearances from Thomas Jones, Office of the Chief Technology Officer; Dan Tangherlini, City Administrator; and David P. Gragan, Chief Procurement Officer, according to a council statement.
The briefing is set for Monday, March 30, at 10:00 a.m. in Room 120 of the John A. Wilson Building.
"I am confident Councilmember Cheh and the Committee on Government Operations and the Environment will determine how an alleged theft of this magnitude was perpetrated and will work with the Executive going forward to ensure it never happens again," Gray said.
"We are grateful that this scandal came to light because an honest employee blew the whistle," said Cheh. "But we have to ensure that agencies have procedures and systems which will, as far as possible, prevent this from happening in the first place."
The Council is considering launching an independent investigation into the matter similar to the one used in the Office of Tax and Revenue scandal, the statement said.
