Judge orders Skinner to appear before council

A Superior Court judge has ordered Sinclair Skinner, a friend of Mayor Adrian M. Fenty embroiled in a D.C. Council investigation of recreation construction contracts, to testify before the council on March 24.

Senior Judge Stephen F. Eilperin found that Skinner has avoided appearance despite "numerous formal and informal efforts" by the council to get him to testify. The order enforced a council subpoena delivered Jan. 19 to get Skinner to appear Jan. 27.

Skinner, who had been claiming through his attorney that he was not properly served, faces a $5,000 fine if he does not appear on the 24th and an additional fine of $1,000 per day that he fails to appear without arranging an alternate date.

Skinner's firm, Liberty Engineering and Design, was a subcontractor on the parks contracts. The council launched a probe in October after discovering the contracts had been awarded without its approval.
