Nickles Blocks Testimony

D.C. Attorney General Peter J. Nickles frustrated D.C. Council members yesterday after instructing Mayor Adrian M. Fenty's administration representatives not to testify before a budget hearing being conducted by Council member Mary M. Cheh (D-Ward 3).
