'Phil' Graham sworn in as Council member

As D.C. Council members lined up to be sworn in this morning, one encountered a hiccup.

U.S. District Court Judge Gladys Kessler had a bit of trouble with the name of member Jim Graham (D-Ward 1), who is beginning his fourth term.

Kessler, who had previously sworn in Council member Phil Mendelson (D-At
Large) without incident, referred to Graham as "Phil Graham."

The crowd gasped, then chuckled at the gaffe.

"Don't impeach me!" said a mortified Kessler.

It is unclear if Kessler was thinking of the former publisher of the Washington Post or perhaps former Sen. Phil Gramm (R-Texas) or another.

"He lives in my apartment building," Kessler said. "I've only known him forever."
