The D.C. Council will have to wait a little longer for the elusive Sinclair Skinner, friend of Mayor Adrian M. Fenty (D) and owner of an engineering firm involved in the troubled parks and recreation contracts.
Though a judge set a March 24 date for Skinner to testify before a special council committee investigating the contracts, he also gave Skinner leeway to come up with a solid date for his appearance.
Council member Harry Thomas Jr. (D-Ward 5) said the committee and Skinner have agreed upon April 14 for the long-awaited testimony.
Through attorney A. Scott Bolden, Skinner declined invitations during a series of hearings. Bolden said Skinner had not been properly served with a subpoena, but in February, Superior Court Senior Judge Stephen F. Eilperin ordered Skinner to appear before the council March 24 or come up with a solid date when he could.
If he doesn't show April 14, Skinner could be fined $5,000 for the non-appearance on that day and $1,000 a day for his continued absence.
