Work on the Silver Line is not yet complete, officials at the Metropolitan Washington Airports Authority said Monday, following a 15-day review period on the project. The announcement means that passenger service on the rail line will be delayed yet again.
Pat Nowakowski, executive director of the rail project said that Dulles Transit Partners, the contractor on the project failed to meet seven of 12 conditions laid out in the contract. The issues range from incomplete paperwork to elevator and escalator problems and water leaks in buildings. Also an issue: the automatic train control system — the cause of an early delay.
Dulles Transit Partners, said earlier this month that it had completed work on the first phase of the $5.6 billion rail extension. MWAA officials had 15 days to determine whether they agreed before the project could enter the next stage. Monday’s announcement now means that DTP, led by construction giant Bechtel, will have to do additional work until MWAA officials are satisfied. Once MWAA determines work is complete, it will take over the project and prepare to turn it over to Metro.
The much-anticipated Silver Line rail project will include four stops in Tysons Corner and one in Reston at Wiehle Avenue. It is one of the largest infrastructure projects currently being built in the U.S. Officials had originally hoped to begin service in December. 2013, but a series of delays has forced them to push back that date.
Construction on the line, which is being built in two phases, is being overseen by MWAA, but when completed, the rail line will be operated by Metro. Drivers on the Dulles Toll Road will pay for the majority of the project’s costs, but funding is also being provided by MWAA, Fairfax and Loudoun counties and the state of Virginia. The federal government contributed $900 million to the first phase of the project.
