Overturned tractor-trailer causes delays on I-95 in Howard County

Maryland State Police said an overturned tractor-trailer that spread insulation all over a ramp near I-95 early Tuesday has caused delays on the highway for nearly six hours.

The tractor-trailer overturned on a Route 100 ramp off of I-95 in Elkridge at 1:30 a.m. Police said crews are working to clean up the ramp, but as of 7 a.m. the crash was still backing up traffic on the highway.
