The man is being sought, according to the Guardian, because Pamplona has enacted new laws to reduce reckless behavior. (Hey, Pamplona. It’s the running of the bulls, not the grazing of the bulls.) The man being sought violated a new law that prohibits the use of any type of recording device and could be fined up to $4,100.
