Munoz, formerly a top official at the National Council of La Raza, has been a key liaison for the administration with Latinos, a critical voting bloc that’s been increasingly upset over President Obama’s immigration policies.

Munoz had been a leading contender for the job for several months. She is expected to retain the immigration portfolio as she moves up to her new job.
