Outages and slick roads
Slick roads posed the biggest issue for people who still had to get to work Monday. Local highway and police officials reminded drivers to slow down and use caution, Dana Hedgpeth and Ashley Halsey III report.
Meanwhile, tree limbs caked in ice fell onto power lines and onto streets. More than 90,000 power outages, most of them in Northern Virginia, were reported by 8:40 a.m.
