The House rules for Md. slots operators

Under gambling legislation approved Monday night by the Maryland House Ways and Means Committee, six Maryland casinos would keep varying shares of revenue based on multiple factors.

Other provisions of the bill are more straight-forward: Casinos could keep 80 percent of revenue from table games; facilities would be allowed to stay open 24 hours; and casino owners would be prohibited from making campaign contributions in Maryland.

Here’s a site-by-site rundown of how and when operator shares of slots revenue would change under the House bill:

Anne Arundel County

Maryland Live! at Arundel Mills mall (Cordish Cos.)

4,750 slot machines projected by fall; opened June 2012

Current operator share: 33 percent

Eventual operator share: 49 percent to 51 percent

* Guaranteed 8 percent increase in 2015 for taking over responsibility of procuring slot machines (currently the state does this for casino owners)

* Guaranteed 8 percent increase in mid-2016 when a Prince George’s County facility opens

* Possible additional increase of up to 2 percent when Prince George’s opens, based on appeal to state

Baltimore

Harrah’s downtown (Caesars Entertainment/Rock Gaming)

3,750 machines allowed; projected opening 2014

Current operator share: 33 percent (minus ground rent to city)

Eventual operator share: 46 percent to 49 percent

* Guaranteed 6 percent increase upon opening for taking responsibility of procuring slot machines

* Guaranteed 7 percent increase when Prince George’s facility opens

* Possible additional increase of up to 3 percent when Prince George’s opens, based on appeal to state

Prince George’s County

Possible locations include National Harbor (MGM) and Rosecroft Raceway (Penn National Gaming)

3,000 machines allowed; projected opening mid-2016

Eventual operator share: Up to 44 percent

* Bids accepted up to 38 percent

* Guaranteed 6 percent increase upon opening for taking responsibility of procuring slot machines

Cecil County

Hollywood Casino Perryville (Penn National Gaming)

1,500 machines; opened September 2010

Current operator share: 33 percent

Eventual operator share: 39 percent to 44 percent

* Guaranteed 6 percent increase in 2015 for taking over responsibility of procuring slot machines

* Possible additional increase of up to 5 percent when Prince George’s opens

Worcester County

Casino at Ocean Downs (William Rickman)

800 machines; opened January 2011

Current operator share: 33 percent

Eventual operator share: 43 percent to 49 percent

* Guaranteed 6 percent increase if the operator chooses to take over responsibility for procuring slot machines

* Guaranteed 10 percent increase in July 2013 to reflect challenges of a smaller market

Allegany County

Rocky Gap Lodge & Golf Resort (Evitts Resort)

500 machines planned; projected 2013 opening

Current operator share: 50 percent for first 10 years of operations

Eventual operator share: 43 to 49 percent

* Guaranteed 6 percent increase if the operator chooses to take over responsibility for procuring slot machines

* Mandated 7 percent decrease after first 10 years of operations
