Chuck Schumer (D-N.Y.), big-city police chiefs and cell-phone industry honchos. Expect to hear about movement on a pet issue of Police Chief Cathy L. Lanier’s: disabling stolen cell phones so they can’t be reused, thus eliminating their resale value and the prime motive for thousands of muggings in the District and beyond.
