President Barack Obama might be having limited success moving the nationwide unemployment needle, but Mayor Vincent C. Gray is doing a little better in the District. The latest figures have city unemployment dropping 0.3 points to 9.5 percent in April — down from a high of 11.3 percent last June. The nitty-gritty: “The District gained 1,200 jobs in education and health care services, with particularly strong gains in health care.” Also helpful: The One City, One Hire program.
