Matt Ashburn closed his Capital City Diner after two years on Bladensburg Road NE, leaving an uncertain future for the vintage stainless-steel diner. But Ray’s the Steaks is back open on Minnesota Avenue NE, as owner Michael Landrum promised more than a month ago.
