Ryan blames Obama for ‘partisan atmosphere’

"I tell you, I've served with three presidents since I've been in Congress," Paul Ryan told a crowd of thousands in Virginia on Friday. 'This is the most partisan atmosphere I have ever seen."

But as of January, a New York Times/CBS poll found that most Americans blame House Republicans for partisan gridlock.
