Mitt Romney’s John and Abigail Adams scholarship

Mitt Romney talked about the John and Abigail Adams scholarship he created as Massachusetts governor that paid tuition for top students at state colleges. He did start the scholarship, but the program doesn't cover fees, which comprise 80 percent of costs at some state schools.
