Near-certain 'no' votes: Roger Wicker (R-Miss.), Ted Cruz (R-Texas), David Vitter (R-La.), Jim Inhofe (R-Okla.) – ranking member

Leaning 'no': Kelly Ayotte (R-N.H.); Lindsey Graham (R-S.C.)

Undecided or unclear: Deb Fischer (R-Neb.), Mike Lee (R-Utah), Saxby Chambliss (R-Ga.), Roy Blunt (R-Mo.) , Jeanne Shaheen (D-N.H.), Bill Nelson (D-Fla.), Richard Blumenthal (D-Conn.), Angus King (I-Maine), John McCain (R-Ariz.), Kay Hagan (D-N.C.),Tim Kaine (D-Va.), Joe Donnelly (D-Ind.), Jeff Sessions (R-Ala.).

Leaning 'yes': Carl Levin (D-Mich.) -- chairman, Claire McCaskill (D-Mo.), Joe Manchin (D-W.Va.)

Near-certain 'yes' votes: Jack Reed (D-R.I.), Mazie Hirono (D-Hawaii), Kirsten Gillibrand (D-N.Y.), Mark Udall (D-Colo.)
