Many members of Congress are responding to the death of Venezuelan President Hugo Chavez by saying it’s a chance for the country to move beyond his reign.
One, though, is fondly remembering the former president. That would be Rep. Jose Serrano (D-N.Y.):
Hugo Chavez was a leader that understood the needs of the poor. He was committed to empowering the powerless.R.I.P. Mr. President.

Serrano represents one of the most Democratic and heavily Hispanic districts in the country, in New York City.
This is hardly new territory for Serrano, though. He previously negotiated a deal on home heating oil with Chavez and has also praised Fidel Castro.
