Montgomery County Executive Isiah Leggett (D) is proposing a 5-cent fee for paper and plastic bags at grocery stores in the county, The Gazette reports.
If his plan is approved, Leggett said it would go into effect Jan. 1, 2012. He estimates the county could raise about $1 million from the fee in the first year. He said the money raised would be used to purchase reusable bags for customers and to educate residents about the change.
Leggett is expected to announce his plan on Monday.
