Skeletal remains were found Monday near Interstate 395 in Alexandria, the Virginia State Police said.
The remains were found by a construction crew in the wooded cloverleaf at the ramp for Exit 3A that leads traffic from the northbound interstate lanes to the eastbound lanes of Duke Street.
State polcie described the remains as badly decomposed, and said it was not possible to determine whether the body was that of a male or female. No identification was found.
Evidence of homeless encampments was found in the cloverleaf, although the area did not appear to be occupied at present, police said.
They said the remains have been taken to the Office of the Medical Examiner. The matter is under investigation by the state police.
Authorities said they did not expect an identification to be made Monday.
