Hey isn’t that… Rep. Mark Sanford and his seldom seen fiancee, former Argentinian journalist Maria Belen Chapur, strolling arm-in-arm down Barracks Row around 7 p.m. Wednesday. Our source spotted the couple not too far from Banana Cafe, both bundled up against the cold.

It was Chapur’s signature ombre locks (glossy brown fading to sun-kissed blonde) peeking out from the hood of her fur-trimmed parka that tipped our spy off. Chapur, who told an Argentinian news outlet last October that the couple split their time between Washington and Charleston, isn’t often seen out and about in the District. “When we’re together, we live together,” said Chapur in that same interview.
