Rep. Rigell: President Obama ‘out of his lane’ constitutionally on Syria

Rep. Scott Rigell (R-Va.) told "In Play" Sunday that President Obama would have been "out of his lane" in regard the Constitution had he not sought congressional approval for a strike against Syria.

Rigell, who authored a letter urging the president seek congressional approval before launching a strike against Syria, added that he was "pleased" that the commander-in-chief had decided to seek a congressional vote, but that if the vote were held today, he would vote "no".
