RAND’s James Dobbins on America’s overreaction to 9/11

RAND’s James Dobbins says there was a severe American overreaction to 9/11 that was eventually corrected, but not before many mistakes were made. Dobbins suggests that while the U.S. reacted vigorously to the attacks, it also “overshot” in some cases--a condition that is confusing to Dobbins given the recent history the U.S. has with liberation and nation-building.
