Why study happiness in policy?

A strict rational choice model to explain decision making doesn’t answer some of the most difficult economic questions we face, says Brookings senior fellow Carol Graham. But studying the economics of happiness by combining the techniques of economists and psychologists allows analysts to measure the impact of a number of previously unstudied elements in the realm of policy.
