Survey: 96 percent of Americans have received government benefits

Last week, we looked at Mitt Romney's contention that 47 percent of the country was "dependent on government." On a narrow reading, that's true. But two political scientists argue that when you include tax expenditures, 96 percent of Americans have received aid from the federal government in their lifetimes.
