Blagnac, France-based aerospace company Airbus has agreed to buy Dulles-based air traffic management services company Metron Aviation. Terms were not disclosed.
Falls Church-based defense contractor General Dynamics has completed its previously announced acquisition of Westford, Mass.-based wireless networking company Fortress Technologies. The terms have not been disclosed.

McLean-based aerospace and defense technology company Northrop Grumman has been awarded the Champions of Veterans Enterprise Award by the Reston-based National Veteran Small Business Coalition for the company’s support of service-disabled veteran-owned small businesses.

District-based energy company Pepco Holdings has hired management and technology consulting company Accenture to set up an integrated network operations center to expand Pepco’s ability to monitor its use of smart grid components.
Arlington-based hotel management company Interstate Hotel & Resort’s JHM Interstate Hotels India joint venture subsidiary has been awarded contracts to operate the Rajasthali Resort & Spa in Jaipur and the Ramada Amritsar.

Funding
Arlington-based AES Solar closed on long-term nonrecourse financing facilities of 68 million euro ($97.36 million) to finance the construction of solar photovoltaic projects in Italy.
Ellicott City-based Howard Bancorp received preliminary approval to receive an investment of up to $12.5 million in the company’s preferred stock from the Treasury Department under the Small Business Lending Fund. Howard Bancorp said it will use $6.3 million of the investment to redeem all outstanding shares of stock issued to the Treasury under the Capital Purchase Program.
Reston-based mobile app developer Canvas has raised the first $1.2 million of a $1.75 million second round of funding. Schaumburg, Ill.-based Motorola Solutions Venture Capital led the investment.
District-based TroopSwap.com, a daily deals Web site for military families, has raised $925,000 from angel investors.
Chevy Chase-based venture capital firm New Enterprise Associates has led a $30 million round of funding for Gaikai, a California-based cloud game developer.
Name changes
McLean-based health care information company Cognosante Holdings has changed the name of its Arizona-based unit, Fox Systems, to Cognosante LLC.
Other
Redwood, Calif.-based data center company Equinix announced plans to build a data center, to be called DC10, at the company’s campus in Ashburn. The center is to have 77,000 square feet of customer space and be built in phases. The first phase is expected to cost $34 million and is scheduled to open in early 2012.
