The challenge of tax reform

Both political parties want to overhaul the tax code to wipe out "special-interest" loopholes that cost the government more than $1 trillion a year. But a new report shows that 90 percent of that revenue is lost to 20 socially valuable and politically popular tax breaks that benefit millions of families - making that cash tough to recover.

The top tax breaks make up 90% of the total revenue lost to deductions and exclusions.
