Flagler County, Fla., was once the fastest-growing county in the United States and now is enduring tough economic times like the rest of the state.The European Village in Palm Coast was supposed to be an upscale condo and business development, but it has faltered badly in the county's poor economy. Units that were once on the market for $300,000 are in foreclosure and are being offered as low-income rentals for $500 per month. Other units have sold for one-fifth of the asking price a few years ago.
