More than half of the program is composed of tax reductions, including the extension and expansion of payroll tax cuts for both workers and employers. The initiative, which faces a tough fight in Congress, also calls for major new spending on infrastructure, like roads and schools, and aid to local governments to pay teachers and other public employees.

Surrounded by thousands of labor union members on Labor Day, Obama used Detroit and the revitalized auto industry to try to remind people of White House successes and to energize his base. He touted his administration’s decision to bail out two of the top three auto manufacturers — GM and Chrysler — shortly after he took office in 2009. And he held up Detroit as an example of how a city can survive tough economic times. The unemployment rate in Michigan, at 10.9 percent, is worse than in other parts of the country. Some in the crowd of about 13,000 carried signs reading “America Wants to Work!”

Obama vowed to find jobs and provide health care for troops returning from Iraq and Afghanistan while maintaining military strength in the face of federal budget cuts. "As a nation, we're facing tough choices as we put our fiscal house in order," Obama told the American Legion's 93rd national convention at the Minneapolis Convention Center.
