In his previous role of Ohio attorney general, Richard Cordray sued several loan servicers for alleged deceptive business practices. He was tapped by President Obama to head the consumer agency, but Senate Republicans blocked his nomination in December. The White House said in January it would appoint Cordray anyway using a rare recess appointment to get around the Senate's rejection of the nomination.
