Is tenure what is making college not as good as it could be?

Naomi Schaeffer Riley’s new book, “The Faculty Lounges and other Reasons Why You Won’t Get the College Education You Paid For,” says tenure is the real villain. It is a negative incentive for focusing on undergraduate education. Vibrant and imaginative younger faculty can’t experiment with new ways to reach undergrads because it might offend senior faculty and screw up their careers. She says the tenure system is attracting the least innovative and interesting members of our society into college teaching.

Is that accurate? If so, what do we do about it? Have you encountered any college that has solved such problems without disturbing tenure?
