Radical Changes in College Admissions, part two: Cutting merit pay in favor of helping students who need it

The USC college admissions reform conference had several big ideas it suggested might help improve the system. Admissions 101 is reviewing them one by one. Their first one was adding 100 spaces each to selective colleges to be used for applicants "with untraditional and disadvantaged backgrounds." Here is how they summed up their second suggestion (they did not come up with any joint recommendations).

"Collectively reduce the expenditure of merit aid, say by 10 percent as a beginning, and shift this to aid to reduce the financial burden of low-and middle-income familes."

This makes some sense to me, although I am not sure it would make much of a dent in the financial burden that low-income students face. I think it would work best with oversubscribed colleges that do not need merit aid to attract the best applicants. What do you think?
