Should we try to limit college merit scholarships?

My colleague Daniel de Vise has a fine piece in the paper about the surprising amounts of money being spent by colleges, particularly private ones, to lure well-off students who don’t need such big breaks on tuition. Here is the link.

One survey suggests this money for affluent kids has increased 42 percent in the last decade. Is this the best use of higher education funds? What should we do about it? As a free market type and someone lacking in imagination, I don’t see much that can be done. Am I wrong? How does this strike you?
