Born in Chicago in 1953, Gutierrez finished high school in his parents' native Puerto Rico.
After graduating from Northeastern Illinois University, where he led a student takeover of the president's office protesting a lack of English-language workshops for non-speakers, Gutierrez briefly returned to the island to work as a teacher.
Gutierrez is usually a reliable Democrat. He voted along with the majority of his party 97 percent of the time during the 111th Congress.
After signing a letter to former House Speaker Nancy Pelosi (D-Calif.) calling a lame-duck 2010 tax compromise "fiscally irresponsible" and "grossly unfair," Gutierrez voted for the bill that included temporary extensions of unemployment benefits and Bush-era tax cuts.
Gutierrez initially supported Obama's appointment of Rahm Emanuel as his first chief of staff, but would later call it a "mistake." Gutierrez blamed Emanuel for Obama's inaction on immigration reform. Gutierrez supported Emanuel's opponent, Gery Chico, in the 2011 Chicago mayoral race.
Gutierrez works closely with several members of the Congressional Hispanic Caucus on immigration issues, including Rep. Nydia Velazquez (D-N.Y.) and Sen. Robert Menendez (D-N.J.).
