Why She Matters

Poticha wants to make 'go green' the mantra of urban developers across the country. This longtime advocate of sustainable cities has led some of the most influential smart-growth organizations in the country, including the Congress for a New Urbanism and Transportation for America, which lobbies Congress to increase funding for public transportation.

Now, she'll push for change within the Obama administration as a senior HUD adviser for sustainable housing and communities. In that position, she'll decide how to best use the office's $150 million budget to increase the use of public transportation, mixed-use development, and pedestrian-friendly streets.

"Something's happening in America, and transit is not just for people with no other options," Poticha said in 2009. "It's a fast-growing market of people who are interested in living in walkable neighborhoods where they can connect to downtown and other places without having to drive."

Path to Power

Poticha grew up in Eugene, Oregon.

She earned her undergraduate degree from the University of California, Santa Cruz in 1982 and a master's in city planning from the University of California at Berkeley in 1983.

The Issues

At HUD, Poticha will promote sustainable communities. This means she will be an advocate for green building, public transportation and integrated housing. To encourage cities to develop these types of infrastructures, she will distribute grants.She has an impressive budget to do so at $150 million for 2009.

She will also help local authorities revise zoning codes so that neighborhoods incorporate both housing and businesses instead of having separate areas for each.

The Network

At HUD, Poticha will work closely with James Lopez, senior advisor for sustainability issues to HUD Deputy Secretary Ron Sims, who runs the Department's Sustainable Communities Initiative.

In Congress, she will work closely with Sen. Christopher J. Dodd (D-Conn.), who is responsible for funding most HUD initiatives as head of the Banking, Housing and Urban Affairs Committee.

Poticha has given to several Democrats, including President Barack Obama's campaign (she gave $2,000), Sen. John F. Kerry (D-Mass.), and Sen. James L. Oberstar (D-Minn.).
