Why He Matters

After twice running unsuccessfully for a House seat, Kline finally won in 2002 by defeating four-term incumbent Rep. Bill Luther (D-Minn.) to represent Minnesota's 2nd district. Now, he finds himself at the center of Congress' most contentious issues involving health care, education and labor.

In June 2009, Kline was named the ranking Republican on the House Education and Labor Committee. After securing the job, he led the fight against the Employee Free Choice Act, which sought to make unionization easier. He also expects to have a lead role in the expected overhaul of the No Child Left Behind Act.

Path to Power

Kline was born in 1947 in Allentown, Pa., but was brought up in Corpus Christi, Texas, where his father owned a landscaping business.

Kline attended Rice University, where he participated in the Reserve Officers Training Corps program before graduating with a biology degree in 1969. Though his father wanted him to join the Navy, Kline opted for the Marines. He served two tours in Vietnam.

The Issues

During the 110th Congress, Kline voted with his party 93.6 percent of the time. The American Conservative Union gives him a lifetime rating of 93.3.

In his role as ranking Republican on the Education and Labor Committee,chaired by Rep. George Miller (D-Calif.), Kline was a vehement opponent of the Employee Free Trade Act, a top labor and business priority. The bill is known by foes as "card check" because it would allow employees to sign cards instead of hold secret-ballot elections in order to unionize. In a January 2009 op-ed for the Star Tribune, Kline wrote: "Moving to a card-check system, meanwhile, would leave workers open to coercion, pressure and outright intimidation."

The Network

After potential 2012 Republican presidential candidate Gov. Tim Pawlenty (R-Minn.) formed his Freedom First PAC in 2009, Kline along with Reps. Bachmann and Erik Paulsen (R-Minn.) hosted its first fundraiser in October 2009.

Kline has worked closely with House Minority Leader John Boehner (R-Ohio) on labor issues.
