Why He Matters

As the assistant deputy secretary in the Office of Innovation and Improvement, Shelton has a tough job ahead of him as the Obama administration has made education reform a centerpiece of its efforts.

Shelton has been tasked with managing teacher quality, school choice, learning technology programs and the oversight of two large grant programs - the $4.35 billion Race to the Top Fund and the $650 million Investing in Innovation Fund - created by from the $787 billion 2009 economic stimulus act.

Path to Power

Shelton has said he started out as a "computer systems guy" after graduating from Morehouse College with a degree in computer science in 1989, which he said, still helps him "problem-solve" to this day. In 1993, Shelton earned two master's degrees from Stanford University -- in business administration and education.

As a senior management consultant at McKinsey & Company from 1993 to 1998, Shelton spent over four years advising CEOs and executives on such issues as corporate strategy, business development, organizational design and operational effectiveness.

The Issues

Shelton believes his role as assistant deputy Education secretary has a broad mandate with objectives in two categories: creating programs or models to change the current education system; and innovation in education.

These objectives will be achieved, according to Shelton, by working through programs such as the $4.35 billion Race to the Top Fund and the $650 million Investing in Innovation Fund (the "i3 Fund"), which are part of the $787 billion 2009 economic stimulus. Both funds are important initiatives for the Obama administration in its focus on education reform.
