At 10 p.m., when 2010 arrives in Rio de Janeiro, everybody receives a glass of Xingu, a Brazilian beer. When the clock strikes 12 in San Juan, Puerto Rico, an hour later, they'll pass out rum punch at Social. And when midnight arrives in Washington, there's a glass of champagne for everyone. No reservations will be taken, so get there early to stake out a spot on one of the couches.
