What's Santarchy, exactly? It's what happens when Christmas meets Halloween, as a throng of several hundred Santa suit-clad merrymakers traverse the downtown D.C. corridor, singing naughty holiday songs, stopping in at bars and generally raising a merry, nondenominational fuss. Twisted costumes -- they don't have to be Santa, just holiday-related; think "Santa Claws" or a misfit elf -- are, of course, mandatory. The group meet-up is set for 1 p.m. near the National Mall.
