It's one of the best-kept secrets in a city full of them: Every year on July 3, most of the same performers and emcees who will perform at a Capitol Fourth concert on the National Mall hold a dress rehearsal, with one notable absence: much of the throng you can expect on the National Mall the following day. It's your best chance to get up close to the stirring pomp-and-circumstance that features performances by the National Symphony Orchestra. Gates open at 3 p.m.
