Georgia Avenue NW becomes a Caribbean version of New Orleans's Bourbon Street when the 19th annual Caribbean Carnival parade steps off in a burst of costumes and colors at 11 a.m. from Kansas Ave. NW. From there, the Mardi Gras-style celebration moves its way south to Barry Place NW and the campus of Howard University, where a parking lot will be transformed into a "tropical arena" with live music, food, games, crafts and all manner of Caribbean pride from noon to 8 p.m.
