Carolers walk through the streets of downtown Frederick, leading residents and visitors to city hall for caroling and a seasonal message. At city hall, each participant receives a candle. During the final carol of "Silent Night," candles are lit one by one -- the flame passed from one person to the next -- until the whole area is filled with light.
