High Heel Race

If it's the Tuesday before Halloween, it must be the annual High Heel Race. Now in its 24th year, the block party attracts costumed participants -- men and women dressed like all manner of, well, men and women, as well as more typical Halloween garb -- who gather near Dupont Circle for a fashion show that culminates with a throng of high-heel wearing sprinters dashing down 17th Street. Crowds start to gather by 6 p.m. for prime viewing spots of the actual race, which commences at 9 p.m.
