D.C. businessman Jeffrey Thompson has been at the center of investigations into illegal campaign spending and donations. He fits the description of an unnamed, unindicted co-conspirator who allegedly funded an unreported $653,000 “shadow campaign” to help elect Vincent C. Gray as mayor and “straw donations” to several campaigns.
D.C. Council member David A. Catania (I-At Large) formerly headed the council’s Health Committee, which oversaw D.C. Chartered Health Plan’s contract with the city.
